THE GROSS MINIMUM WAGE IS INCREASING FROM 1 JANUARY 2020
By Government Decision 935/13 December 2019, the increase in the gross minimum wage
was decided as follows:
From 1 January 2020, the minimum gross wage provided for in Article 164(1) of Law No.
53/2003 (Labor Code), without taking into account allowances and other bonuses, will be set
at 2,230 lei per month for a full working standard of 167.333 hours per month on average,
which corresponds to 13.327 lei / hour.
Notwithstanding the above provisions, for employees who hold a function requiring a university
degree and who have at least one year’s work experience in such a function, a minimum gross
salary, not taking into account bonuses and allowances, is set at 2,350 lei per month for a full
work standard of 167.333 hours per month on average, which corresponds to 14.044 lei / hour.
SIMPLIFIED RULES FOR THE COMPENSATION OF LIABILITIES

Until now, the clearing of debts between Romanian legal entities has required the use of
special compensation forms, numbered by the printing works and strictly accounted for. For
example, incorrectly issued compensation forms could only be destroyed by a special
compensation office, there were compensation inspectors and clearing could only be entered
in the accounts if correctly filled out compensation forms were available.
The new standards now move the clearing procedures to an online platform, clearing
meetings, clearing inspectors and several documents are no longer required.
The most important changes from 31.12.2019 are:
- All clearing/compensation processes will be based on information transmitted via the
INTERNET to the special address of the WEBSITE: https://gama.cppi.ro/login; - The compensation forms printed by the National Printing House will no longer be used.
Each legal entity downloads the compensation form from the Clearing Computing
System (SIC), to which a series and a unique number are automatically assigned; - The number ranges used for invoicing no longer need to be declared.
